– Have an established legal person identity registered in Hong Kong
– Have at least one proven prototype product
– Have at least one dedicated full time staff
– Have a strategy that is, at least in part, focused on poverty alleviation and can be deployed in Hong Kong
– It is desirable but not necessary to be sponsored by a Hong Kong-based incubator
